Check for Obstructions

Even a small thing in the tracks of your garage door could keep it from going up and down. You may not even be able to see that there is anything in the way before you get up close and personal with the tracks. You will need to get a ladder or step stool to stand on so you can check the tracks from the top down. Use a flashlight to help you see everything easier. An overhead light could cast shadows into the tracks, making it easy to miss something. Check out both tracks, then spray the track and the wheels with some kind of lubricating oil. Be careful, too much oil can actually attract dirt that could cause further problems. Try opening the door again. If it opens, watch it open and close a couple of times so that you can see if the door is continuing to hang up anywhere.
